Conflict is reduced to a battle of â€Å"good versus evil† in order to make a distinction between options and determine an outcome. However, good and evil are not entirely separate entities within humans; rather, actions fall on a scale between the two extremes making the morality of such actions difficult to judge. The ability to separate the opposing forces of good and evil within an individual is a topic discussed extensively by Scottish author and poet Robert Louis Stevenson in his fictional novel â€Å"The Strange Case of Dr. Jekyll and Mr. Hyde†. Despite the chaos and wickedness of his actions when left unchecked by a moral figure, Jekyll maintains his conscience to a degree that he is aware that he must be stopped. Jekyll is seen constantly conflicted by his decisions, at war with his decision to partake in his social experiment. Choosing to die rather than allow the destruction caused by said experiment to continue, Jekyll commits suicide as an act of heroism that conveniently also salvages his reputation(Singh and Chakrabarti). In order for Jekyll to stop Hyde’s unruly and destructive behavior, he must not only kill Hyde but himself as well in the process. Jekyll’s conscience maintains the idea that while good, and evil are equipotent, good conquers evil due to the ability of conscience to recognize times in which wrongdoing crosses an unspoken line and take necessary precautions

6 Ways to Pay for Private School

Attending a boarding school isnt cheap, we all know that. And today, many tuitions can cost a family as much as $70,000 a year (now multiply that by four years). Most private schools seem to be topping out around $45,000 to $55,000 a year, but some go well above that amount. Day school tuition typically runs about half that cost, or even less, depending on where you live. Even the primary grades cost a fortune these days. Paying for a private school education requires tremendous sacrifice for most parents. So how do you do it? How do you manage to pay for private school  tuition over the course of your childs education? Here are six ways you can manage those large tuition bills. Earn Cash Back on Tuition Payments Most schools expect payment of fees in two installments: one due in the summer, typically by July 1, and the other due in the late fall, typically by the end of November of the current academic year. Other schools may do their billing by semester or term though, so it varies. But, a little tip that not many families know is that schools will permit payment with a credit card. Simply make your tuition payment twice a year on a credit card with a rewards program, like a cash back card or one that will earn miles,  and then make your regularly scheduled monthly payments on the card. Lump Sum Discounts Schools always hate chasing down families who are late on their bills, which can have some negative results. But if you work with the school and pay your bill upfront, its often met with a discount. If youre able to pay your tuition bill in full by July 1, the school may offer you a  five to ten percent discount on the overall amount. Discount plus earning cash back with credit card payments? That sounds like a deal to me.   Tuition Payment Plans Not everyone can make lump sum payments and use a credit card to do so. For those families, there are still plenty of options. Most schools participate in tuition payment plans which are offered by outside providers, if not the school itself. The way these plans work is that you pay one-tenth of the expenses each month to the payment plan provider, which in turn pays the school on an agreed basis. It can be a real boon to your cash flow by allowing the payments to be spread equally over a number of months. The schools like the fact that they dont have to manage your billing. Its a win-win.   Financial Aid and Scholarships Almost every school offers some form of financial aid. You have to file an application for aid with the school and also file a standardized form, such as the Parents Financial Statement. The amount of aid which you can reasonably expect depends to a great extent on the size of the schools endowment, how much the school really wants to recruit your child, and how the school allots its scholarships. Several schools now offer a virtually free education if your family income is below $60,000 to $75,000 annually. So, if you need financial aid, see what the various schools on your short list can offer. Finally, be sure to ask around in your community. Many civic and religious groups provide scholarships. Loans Just like in college, loans are an option to pay for private school, though these are usually in the parents names, while college loans are often in the students names. Families have the ability to borrow against their assets to pay for private school education. There are also some specialized educational loan programs available, and your private school might offer or contract with a loan program, as well. It is always a good idea to consult your tax adviser and financial planner before making a major financial decision such as this. EIA is a study to identify, predict, evaluate and communicate information about the impacts on the environment of a proposed project and to detail out the mitigating measures prior to project approval and implementation. Why do we need EIA? EIA is essentially a planning tool for preventing environmental problems due to an action. It seeks to avoid costly mistakes in project implementation, either because of the environmental damages that are likely to arise during project implementation, or because of modifications that may be required subsequently in order to make the action environmentally acceptable. In Malaysia, EIA is required under section 34A, Environmental Quality Act, 1974 (APPENDIX 1). EIA when integrated into the existing planning and decision-making machinery, provides additional information towards better decision-making. Which activities are subject to EIA? Activities subject to EIA are prescribed under the Environmental Quality (Prescribed Activities) (Environmental Impact Assessment) Order, 1987 (APPENDIX 2). A copy of this Order may be obtained from the Government Printers or from any office of the Department of Environment (APPENDIX 3). How to conduct EIA? To assist you in the preparation of environmental impact assessment reports, you may refer to â€Å"A Handbook of Environmental Impact Assessment Guidelines† and EIA guidelines for specific activities published by the Department of Environment. II. THE EIA PROCEDURE IN MALAYSIA The EIA procedure adopted in Malaysia consists of three major steps. The steps in the EIA procedure, which are shown in Figure 1, can be described as follows: Preliminary assessment relates to the initial assessment of the impacts due to those activities that are prescribed. Preliminary assessment is the stage of the EIA procedure that should normally be initiated at the pre-feasibility study stage of the development of an activity. Project options are identified at this stage and any significant residual environmental impacts are made known. The preliminary report that is prepared is reviewed by a technical committee in the DOE internally. However, where expertise within the Department is lacking, assistance from other government and non-government agencies may be sought. Detailed assessment is undertaken for those projects for which significant residual environmental impacts have been predicted in the preliminary assessment. The assessment should ideally continue during project feasibility, and the detailed EIA Report be submitted for approval by the Director General of Environmental Quality prior to the giving of approval by the relevant Federal or State Government authority for the implementation of the project. Detailed assessment is carried out based on specific terms of reference issued by an ad hoc Review Panel appointed by the Director General. The EIA Report that is prepared is reviewed by the ad hoc Review Panel chaired by the Director General. Review of EIA Reports is carried out internally by the DOE for preliminary assessment reports and by an ad hoc Review Panel for detailed assessment reports. Recommendations arising out of the review are transmitted to the relevant project approving authorities for consideration in making a decision on the project. The normal period allocated for a review of a preliminary assessment report is one month while that for a detailed assessment report is two months. The DOE maintains a list of experts who may be called upon to sit as 1 members of any Review Panel established. The selection of the experts depends on the areas of environmental impacts to be reviewed. Other main features of the EIA procedure as shown in Figure 1 include the following: The Approving Authority is the Government Authority that has the task of deciding, whether or not a project should proceed. The authorities include the following: 1. The National Development Planning Committee (NDPC) for Federal Government sponsored projects; 2. The State Executive Council (EXCO) for State Government sponsored projects; 3. The various Local Authorities or Regional Development Authorities (RDA) with respect to planning approval within their respective area; and 4. The Ministry of Trade and Industry or MIDA for industrial projects. Recommendations arising from the review of the EIA Reports are forwarded to the relevant project approving authorities. At the completion of the review period for a detailed EIA, a Detailed Assessment Review Document is issued by the Review Panel. This document may include: 1. Comments on the Detailed Assessment report; 2. Recommendations to the project proponent and the project approving authority including any specific conditions attached to the project approval; and 3. Recommendations for environmental monitoring and auditing. Integrated Project Planning Concept The EIA Procedure in Malaysia is designed to follow the Integrated Project Planning Concept as shown in Figure 2. At the onset, during the project identification stage, the need to conduct an EIA study is also determined. 2. If the project requires Preliminary Assessment, it is done in parallel with the Pre-feasibility Study for the project. 3. The Preliminary Assessment and Detailed Assessment reports are reviewed simultaneously with the Pre-feasibility and Feasibility reports respectively, before a final decision on the project is made. During project construction and project operation environmental monitoring is carried out. 2 3 The concept is recommended to be followed to minimise project delay and improve project planning. How are EIA Reports Processed and Approved? Organisational Structure As of 1st January 1994, all Preliminary EIA Reports are processed and approved by the Department of Environment State Offices except for Kedah and Perlis. EIA Reports for Kedah and Perlis and those for projects within the Exclusive Economic Zone (EEZ) and projects involving more than one state are processed by officers at the Department of Environment Headquarters. All Detailed EIA Reports are processed and approved at Headquarters. Preliminary EIA Reports Figure 3a illustrates the organisational structure of the Preliminary EIA Report processing and approval procedure at the Department of Environment State Offices. The organisational structure is headed by the State Director. He is responsible for approving or rejecting an EIA Report. One-Stop Agency meetings with other relevant agencies or departments are held when necessary. Comments and verifications from relevant agencies or departments are sought for certain cases. The State Director is assisted by Environmental Control Officers and Assistant Environmental Control Officers. Figure 3a. Organisational Structure of EIA Report Processing and Approval Procedure at State Offices Figure 3b shows the organisational structure of the EIA Report processing and approval procedure at the Department of Environment Headquarters. The organisational set-up is headed by the Director of Prevention Division. He is assisted by the Head of Evaluation Section and Senior Environmental Control Officers chairing the EIA Technical Committee meeting. The EIA Technical Committee is an in-house committee set 4 up to examine the Preliminary EIA Reports. One-Stop Agency meetings with relevant departments or agencies are held when necessary. Comments and verifications from the departments or agencies are acquired when necessary. The Committee formulates recommendations to the Director of Prevention Division on the acceptability of the Preliminary EIA Report. Detailed EIA Reports Figure 3c illustrates the organisational structure of the Detailed EIA Report processing and approval procedure. The Organisational set-up is headed by the Director General of Environment Quality who is responsible for approving or rejecting the EIA report. He is assisted by the Director of Prevention Division, who also functions as Secretary to the Detailed EIA ad hoc Review Panel. The Chairman of this panel is the Director General of Environmental Quality. The Detailed EIA Review Panel’s main task is to critically review Detailed EIA Reports and formulate recommendations to the relevant project approving authority. The Detailed EIA Review Panel is established on an ad hoc basis specifically for a particular project. The panel comprises independent members of relevant disciplines, from different organisations such as Universities and Non-Governmental organisations. Detailed EIA Reports are also displayed at all Department of Environment Offices, as well as public and university libraries for public comments. The public are widely notified through the mass media when and where the Detailed EIA Reports are available for review and comment. The Evaluation (EIA) section which is headed by a Principal Assistant Director comprises EIA Report Processing Desk Officers assisted by Assistant Environmental Control Officers. The proper timing of submission of an EIA Report is essential so as not to cause any major disruption to the overall project planning cycle. The project initiator is encouraged to submit the EIA Report as early as at the project identification stage to enable recommendations on environmental changes or modifications to the project plan to be incorporated. On the other hand, submission of an EIA Report towards the end of the project planning cycle will reduce the value of an EIA, and possibly increase environmental costs or delay implementation of the project. In order to guide project proponents, a classification system for EIA reports has been made in accordance with time of submission as tabulated in Table 1. The timing of submission of an EIA Report corresponding to the stage of project planning cycle has been divided into nine classifications. The nine classifications are ranked from ‘high distinction’ to ‘failure’. In addition, the corresponding environmental issues, and requirements for project approval have also been identified for the various stages of project planning. For example, the submission of an EIA Report at the stage of project identification or sourcing for technology is classified as Class 1 and given ‘high distinction’, whilst reports submitted towards the end of project construction or commissioning falls under Class 8 and is ranked ‘low pass’. An EIA Report submitted at the commencement of the project identification stage will give an opportunity to project planners to exhaust environmental issues and to find solutions to them prior to project implementation. In instances where undesirable significant adverse environmental impacts are identified, alternatives which are environmentally acceptable should be found. This exercise should be repeated until an acceptable solutions is found. Consultation Although there is no requirement for notification and a project proponent is under no formal obligation to consult the Department of Environment about his proposal before submission of his EIA Report, there are practical reasons for doing so. The Department of Environment and other relevant departments will often possess useful information in particular, data on environmental quality, local problems, as well as aspects of the project most likely to be of concern and requiring emphasis in the EIA Report. It would be beneficial for all concerned if project approval authorities can advise potential project proponents as soon as a project is conceived to check with the Department of Environment to ascertain if EIA is required. By doing this, the issues of timing and delay can be avoided. III. ACTIVITIES SUBJECT TO EIA The Environmental Quality (Prescribed Activites) (Environmental Impact Assessment) Order 1987 which is made under powers conferred by section 34A of the Environmental Quality Act, 1974 (Amendment) 1985 specifies those activities that are subject to EIA. Nineteen categories of activities are prescribed and these include those related to: agriculture, airport, drainage and irrigation, land reclamation, fisheries, forestry, housing, industry, infrastructure, ports, mining, petroleum, power generation, quarries, railways, transportation, resort and recreational development, waste treatment and disposal, and water supply. Many of the activities related to these nineteen categories are defined in terms of project size (as area), capacity (quantum) while others are not defined by any unit of measure. Hence, to assist project initiators or project approving authorities to make quick decisions on whether a proposed activity is subject to the Act or otherwise, three simple checklists have been Environmental Quality (Amendment) Act 1985, amended the Environmental Quality Act, 1974. Amendments include the insertion of section 34A which requires any person intending to carry out any prescribed activity to submit report on the impact on the environment to the Director General of Environmental Quality for examination. The Amendment act was gazetted on 9 January 1986 and section 34A reads as follows:â€Å"34A (1) The Minister, after consultation with the Council, may by order prescribe any activity which have significant environment impact as prescribed activity. Any person intending to carry out any of the prescribed activities shall, before any approval for the carrying out of such activity is granted by the relevant approving authority, submit a report to the Director General. The report shall be in accordance with the guidelines prescribed by the Director General and shall contain an assessment of the impact such activity will have or is likely to have on the environment and the proposed measures that shall be undertaken to prevent, reduce or control the adverse impact on the environment. If the Director General on examining the report and after making such inquiries as he considers necessary, is of the opinion that the report satisfies the requirements of subsection (2) and that the measures to be undertaken to prevent, reduce or control the adverse impact on the environment are adequate, he shall approve the report, with or without conditions attached thereto, and shall inform the person intending to carry out the prescrived activity and the relevant approving authorities accordingly. If the Director General, on examining the report and after making such inquiries as he considers necessary, is of the opinion that the report does not satisfy the requirements of subsection (2) or that the measures to be undertaken to prevent, reduce or control the adverse impact on the environment are inadequate, he shall not approve the report and shall give his reasons therefore and shall inform the person intending to carry out the prescribed activity and the relevant approving authorities accordingly. Provided that where such report is not approved it shall not preclude such person from revising and re-submitting the revised report to the Director General for the approval. The Director General may if he considers it necessary require more than one report to be submitted to him for his approval. Any person intending to carry out a prescribed activity shall not carry out such activity until the report required under this section to be submitted to the Director General has been sub mitted and approved. If the Director General approves the report, the person carrying out the prescribed activity, in the course of carrying out such activity, shall provide sufficient proof that the conditions attached to the report (if any) are being complied with and that the proposed measures to be taken to prevent, reduce or control the adverse impact on the environment are being incorporated into the design, construction and operation of the prescribed activity. Analysis of Elizabeth Barrett Browning Essays Analysis of Elizabeth Barrett Browning Paper Analysis of Elizabeth Barrett Browning Paper Elizabeth Barrett Browning wrote the poem ‘Sonnets from the Portuguese XLIII’ shortly after she eloped with Robert Browning and married him. ’ Sonnets from the Portuguese’ was a sequence of poems that readers thought must have been translations from Portuguese but were actually all Brownings’ own work and were given this name, as her husband’s pet name for her was my little Portuguese. With this in mind, it is clear that the poems were written from her to her husband. The poem is a petrarchan sonnet which uses iambic pentameter. The poem has a very feminine tone to it which can be identified quickly through the type of diction used ‘Being and ideal Grace’, ‘every day’s Most quiet need,’. The poem begins with the persona asking a rhetorical question of ‘How do I love thee? ’ and then goes on to answer the question herself by listing the different ways in which she loves her husband. The first way describes love to the ‘depth’, ‘breadth’ and ‘height’ that the persona’s soul can reach. The use of tripling is using the soul as a spatial metaphor comparing the soul to a three dimensional physical object as all things in the universe are, meaning the love is real and spans the measurement of the whole depth and length of the universe. The use of tripling could also suggest some sort of reference to the holy trinity taking the love to not only a physical but also a spiritual level, as she refers to the soul which is the body and spirit infused. ‘when feeling out of sight For the ends of being and ideal grace,’ shows that the persona loves to the essence of her being to the end of existence. This refers to the natural order and explaining how her love reaches all the way to the top of the chain, to God. The ‘ideal Grace’ being God’s gift of salvation and the eternal love and bliss felt in his presence. This is likening the love for her husband to the love she has for God. The use of enjambment in lines three and four adds additional emphasis to the measure of how far the persona’s love extends. The use of rhyme with ‘feeling’ and ‘Being’ in these lines helps to tie the poem together more tightly. The second way describes how she loves ‘to the level of every day’s Most quiet need, by sun and candle-light. ’ The use of imagery through ‘sun and candle-light’ is quite abstract as they are different references to light, something that takes place out of the physical world. This suggests a love that goes through time and is on the same level as her most basic human needs through day or night such as air. The third way ‘I love thee freely, as men strive for Right;’ is describing how she loves of her own free will, not through force, threat or obligation and how this love is necessary to her happiness just as it is that men strive freely for right. The forth way ‘I love thee purely, as they turn from Praise. ’ describes how her love is not lust, it is purely love and not to receive any praise. The fifth way ‘with a passion put to use In my old griefs,’ suggests that she loves with the same depth of feeling as the grief she has felt in her past. The use of the word passion could also be a biblical reference meaning that she loves with such intensity that it resembles the suffering of Christ’s crucifixion. The anaphora of ‘I love thee’ repeated in lines seven, eight and nine emphasizes by the structure of them that the poem is a list of loving. The sixth way ‘with my childhood’s faith. ’ Describes how she loves with trust and innocence and with the sort of blind and unquestionable faith that existed inside of her when she was a child. There is a subtle chiasmus of sounds f and s on line ten which forces the reader to enunciate and stress this line so it is likely to be very important for Browning. The seventh way ‘with a love I seemed to lose With my lost saints. ’ Is describing how she thought she had lost this feeling of pure strong love with her lost loved ones who are now in heaven but now she loves him in that same way. It makes the love more realistic. She has felt sadness, anger, loss and loneliness in the past and this has an effect on how she loves in the present. ‘lost saints’ seems to be counterbalanced with the alliteration of l, ‘love’, ‘lose’ lost’ and the sibilance of ‘seemed’, lose’ ‘saints’. The eighth way ‘with the breath, Smiles, tears, of all my life’ describes how she loves him with all of the happiness and sadness that she’s ever felt and ever likely to and that she loves him with her very life and will until her last breath. The final way ‘and, if God choose, I shall but love thee better after death. ’ Is saying that if she is permitted to heaven after death and God allows her, her love will continue eternally and even greater than at present as she will feel God’s love and have that to feel for him as well as her own love. This could be seen as hyperbole by some readers. The word’ love’ is used ten times throughout the poem. The fact that the word ‘love’ is used and that there are no synonyms for love used, shows that the love is consistent and unchanging and that the only thing the persona is concerned with is pure love. There is also repetition of ‘I love thee’ which places emphasis on these words. There is lots of assonance used of the long ‘e’ vowel sound in words such as ‘reach’, ‘feeling’, ‘Being’ and ‘ideal which seems to make the poem a bit livelier and brighter and reminds us of ‘thee’ beloved one. This along with the repetition of the ‘th’ ‘breadth’, ‘depth’, ‘thee’ as well as words such as ‘freely’ and ‘purely’ help the poem to flow very easily and can be drawn out to make it last just like the persona’s love. The sibilance throughout the poem makes it seem very soft and soothing and accentuates the feminine qualities of the poem. The Octave in the poem is very positive and draws analogies between the love of the persona and religious and political ideals where as the sestet starts to mention negative experiences and appears to draw analogies between the intensity of Browning’s own feelings when writing the poem and the intensity of love that she felt earlier in her life with the loss of her mother and brothers and likely the recent loss of her father and brothers due to her new love with her husband Robert. On further reading of the poem the reader gets the impression that not only is this a list of the different ways in which she loves but also a vow to her husband. The last line ‘I shall but love thee better after death’ gives the feeling that she is making a promise to her husband to love him forever. This is likely to have been because Browning had been ill for most of her life and had thought about death so wanted her husband to know that if she were to be gone, her love for him would carry on.

The African rainforest is a composite of many different plants, living at varying heights simultaneously. The highest layer of the rainforest is the emergent layer. Here trees tower 200 feet or more from the forest floor. Plant life at these heights mostly consists of hardwood evergreens. The Canopy is the next highest level, consisting of plants from 60 to 90 feet off the ground. Plant life is extremely varied at this level, but consists manly of top-heavy trees with tight leaf formations near the upper 90 percent of the trunk. In addition to trees there are many vines and other "air plants," that do not touch the ground, but entwine themselves in canopy tree branches and trunks. Below the Canopy is the Understory. Plants in this layer receive little light, and as a result rarely grow above 12 feet from the forest floor. These plants mostly consist of shrubs, bushes, and dwarfish trees. Vehicle Fleet Management Plan 1.0 VEHICLE MANAGEMENT POLICY AND PROCEDURES 1.01 Policy: In order to reduce the cost and risk of operating and managing a motor vehicle fleet, Citibank Trinidad and Tobago Ltd will establish a comprehensive group of procedures governing the control, utilization, and maintenance of Business owned vehicles. 1.02 Scope: These policy and procedures specify the requirements for utilization, operation, and maintenance of all Citibank controlled motor vehicles. This includes vehicles owned or leased by the Business, rental vehicles, and personally owned vehicles used on Citibank business. 2.0 VEHICLE FLEET MANAGEMENT PLAN 2.01 Administrative Responsibility: In accordance with this policy, Citibank has delegated the administration of the motor vehicle fleet to the Building Superintendents. The Building Superintendent has the administrative responsibility of requesting the purchase, replacement, maintenance, control, and assignment of all Citibank vehicles. The Building Superintendents will act as the point of contact with the GSU Department and will be responsible for observing and enforcing the fleet management policies and procedures at Citibank. 2.02 Staff /Vendor Responsibility: All employees/couriers who utilize Citibank owned vehicles, vehicles rented/leased to Citibank or who use their personal vehicles on Official Citibank business and are reimbursed for mileage shall adhere to the Vehicle Fleet Management Policy and Procedures as written. 3.0 DEFINITIONS: For the purposes of this policy, the following definitions shall apply. 3.01 Employee: Anyone appointed to work for Citibank/Marketspace in a manner that causes their name to appear on the payroll as a full or part time employee; and they are routinely scheduled to work more than thirty (30) hours a week. 3.02 Course and Scope of Employment: An employee is within the course and scope of employment when he or she is engaged in activities that are related to the mission of Citibank and are in the furtherance of its affairs or business, whether on the Citibanks premises or elsewhere. 3.03 Activities: Citibank related activities are those activities that are consistent with Citibanks mission and that are approved by the appropriate administrative department. 3.04 Motor Vehicle: A motor vehicle is defined as a vehicle that is licensed and legal to operate on the roadways. This includes Citibank fleet vehicles and any vehicles rented or leased by the business for Citibank related activities. 3.05 Highway: The entire width between property lines of any road, street, way, thoroughfare, or bridge in this country not privately owned or controlled, when any part thereof is open to the public for vehicular traffic, and over which the State has legislative jurisdiction and police power. 3.06Vehicle Inspection Form: A form that is used by the Fleet Managers designee to evaluate and record the condition of each vehicle on a routine basis 3.07 Operate: To be in actual physical control of a motor vehicle upon any highway. 3.08 Minor motor vehicle accident: Repair cost- TTD$0.00 $6,000.00 3.09 Major motor vehicle accident: Repair cost TTD$6,000.01 and above. 3.10 The Vendor/Courier: Marketspace Limited Courier Services contracted by the bank 4.0 TRAVEL USING CITIBANK OWNED VEHICLES 4.01 Appropriate Use: Vehicles should be used only by persons who are acting within the course and scope of Citi related activities or employment. 4.02 Eligible Drivers: In addition to meeting all other criteria in this policy, only those persons whose names appear on Marketspaces designee sheet and are regularly scheduled to work more that Thirty (30) hours a week or any Citi Employee given such authorization should be asked or allowed to use Citibank owned motor vehicles. 4.03 Secondary Drivers: Trips of long duration may require a secondary driver to assist the designated driver. A secondary driver must have their travel appropriately authorized prior departing the premises. 4.04 Passengers: A. Family members: Unless a family member is also an employee or participation of such a person is approved as part of a sanctioned event of this institution; each Marketspace/Citibank Employee who operates a Citibank-owned vehicle should be made aware that there is no liability coverage for members of any employee drivers immediate family who are passengers in Citibank-owned vehicles. B. Hitchhikers: Hitchhikers are not allowed to ride in any fleet vehicle. 5.0 TRAVEL USING PERSONAL VEHICLES 5.01 Notice of Potential for Personal Liability: Citibank recognizes that employees occasionally use personal vehicles while engaged in Citibank-related activities. Because personal automobile insurance will be looked to first in the event of an accident, all persons who use their vehicles while conducting Citibank business should be made aware of the possibility of personal liability related to such use. The Bank does provide limited secondary liability coverage for damages arising from use of a personal vehicle; however, members of the drivers family and other employee are excluded from coverage under that policy. 5.02 Reimbursement for Costs of Using Personal Vehicles: Mileage costs related to any significant use of personal vehicles to conduct Citibank-related business may be reimbursed to employees upon approval of department head. 5.03 Use of Personal Vehicles Not Required: No individual shall be mandated to use his or her vehicle to perform Citibank-related activities. 6.0 TRAVEL USING RENTAL VEHICLES 6.01 Travel Authorization: Rentals are only for employees whose travel is â€Å"authorized† by Citi. Authorization requires written approval from the head of the traveling employees department and the CCO/SCOO. 6.03 Use of Travel Agent: Rentals under the Bank-negotiated contracts or using local funds should be arranged through an Approved Vendor 7.0 PROGRAM ADMINISTRATION 7.01 Driver Requirements: All Marketspace/Citibank employees who may be called upon to drive a Citibank vehicle shall have a Valid Drivers Permit as required by law. The records will be obtained and maintained by the GSU Department assisted by the Building Superintendents. An acceptable rating to for any person to operate a Citibank vehicle shall be no more then three (3) minor motor vehicle accidents (not at fault) or one minor at-fault motor vehicle accident per year. Any more than one (1) major at-fault motor vehicle accident every Two (2) years would result in the Driver being suspended if it is a Marketspace employee or all motor vehicle access privileges revoked if a Citi Employee. An employee with a rating of more than the specified amount must attend a defensive driver training class and would also stand the cost of any repairs to any further motor vehicle accidents. It would be the responsibility of the Marketspace/Citibank employee to schedule required remedial training on his or her own time and bear the cost of this training. ` Other violations Type A Violations Driving while intoxicated (alcohol or drugs). Homicide arising out of the use of a motor vehicle. Operating a motor vehicle during a period of suspension or revocation of an operators license. Using a motor vehicle for the commission of a felony. Aggravated assault with a motor vehicle. Operating a motor vehicle without the owners permission (stolen vehicle). Permitting an un-licensed person to drive. Reckless driving. Hit and run involving bodily injury and/or physical damage. Type B Violations All moving violations not listed as Type A violations. 7.02 MVR Review Schedule: A motor vehicle record (MVR) shall be obtained on all employees whose job duties would include driving a Citibank owned, rented, or personal vehicle while on Citibank business. The MVR shall be reviewed and updated regularly based on the following schedule: Prior to employment: The Human Resources Department will ensure that prospective employees requiring an MVR submit copies of drivers license and if applicable copies of all defensive driving records. All copies of the records would be sent to the GSU Department for maintenance. For all Marketspace employees, GSU would maintain all records and files with the assistance of the Building Superintendent. Annually: The driving records of all Marketspace/Citi employees who are required to drive will be reviewed annually by the GSU Department. The employees department head and the Building Superintendents will be notified of any change in the drivers status. Upon notification of an accident or citation: If a Citibank/Marketspace employee has been involved in a motor vehicle accident or receives a traffic citation while operating a Citibank Vehicle, it is the employees responsibility to notify the GSU Department and their supervisor/manager of the change in their driver status. Failure to make such notification in a timely manner could result in a revocation of driving privileges, and /or disciplinary action. Upon notification of suspension, revocation or expiration of the operators license: Driving privileges are automatically suspended when a Marketspace or Citibank employee valid drivers license has been suspended, revoked, or expired. It is mandatory that the employee inform their supervisor/ manager when such a suspension, revocation, or expiration occurs. Individuals who do not have a valid drivers license are forbidden from operating any Bank-owned or rented vehicles. They are also banned from driving personal vehicles on Citibank business while collecting for mileage. 7.03 MVR Administrative Responsibility: The Building Superintendents shall maintain a list of all regular drivers. Information gathered as part of this program shall be confidential. Assignment of additional driver training will be the responsibility of the GSU Head. A courier may be required to bear the expense and time of any remedial training assigned due to a poor rating. Driver training can include, but is not limited, to: Defensive driving classes One-day seminars on driving improvement Driver training videos on needed specific driving skills. 8.0 VEHICLE OPERATIONS 8.01 Vehicle Reservations: A vehicle may be requested by completing a Vehicle Request Form (including authorizing signature) or by having the authorizing agent E-Mail a request. A separate form is required for each vehicle or trip requested. The request for vehicle reservations should be made at least forty eight (48) hours in advance if possible. Vehicles are generally available on a first come, first serve basis but should a conflict arise the Administration will determine vehicle availability and make the assignment. 8.02 Vehicle Pick-up/Drop-off: A reserved vehicle may be picked up or dropped off by the authorized driver at the Banks basement car park under the supervision of security. 8.03 Citibank Fleet Management Obligations: Citibank will provide vehicles that are in safe and good driving condition. Building Superintendent will be responsible monitoring the care and maintenance of vehicles; keeping up with items such as inspections, manufacture recalls and general preventive maintenance of the vehicles. The Building Superintendent will provide the GSU Department with all required information on the maintenance and utilization of the fleet. It will also be the responsibility of the Building Superintendent to assure that the vehicles to be used by people having reservations are clean and have been serviced appropriately for their trip. The Building Superintendent in conjunction with the GSU Department will use information gathered from the fleet management program to determine appropriate repair and replacement schedules for the Banks vehicles. 8.04 Driver Obligations: The following conditions apply to all drivers who use Citibank vehicles. Drivers should read these obligations carefully before operating a Citibank vehicle. Caution: The driver of the vehicle has ultimate responsibility for seeking and possessing information about driving safety and applicable laws. Citibank will not be responsible for any traffic citations resulting from the actions of the driver. The driver must: Have a valid Trinidad Tobago drivers license, appropriate for the weight and class vehicle that they are operating. Have a current courier/vehicle operator file with the GSU Dept. Notify their supervisor and GSU Department of any change in his or her license status. This includes notification of moving violations and/or traffic accidents. Complete a Vehicle Use Report and maintain a detailed record of expenses such as fueling or emergency mechanical work. Wear seat belts when driving or occupying a Citibank vehicle. Assume responsibility for any and all fines or traffic violations associated with your use of a Citibank vehicle. Never drive while under the influence of drugs or alcohol. This includes â€Å"over the counter† or prescription medication that may effect the drivers ability. Never transport passengers such as hitchhikers, family members, or friends for unauthorized use. Turn the vehicle ignition off, remove the keys, and lock the vehicle when you leave it unattended. Never drive the vehicle at speeds that are inappropriate for the road conditions. Report all accidents to the Building Superintendent and to the police department in the jurisdiction where the accident occurred. Not allow smoking in the vehicle. Not eat, drink, or operate any equipment that may distract or interfere with the safe operation of the vehicle. Not use radar/laser detection devices or wear headphones/earphones while operating the vehicle. Exercise caution when using cellular phones. Refer to Section 8.05 below. Observe traffic laws at all times. Drive courteously and defensively. Return the vehicle free of litter, noting any problems with the vehicle on the Vehicle Use Report. 8.05 Cell Phone Use: As a general rule, the use of Business-owned and personal cellular phones while operating a moving vehicle has restrictions/guidelines for use due to the distraction and lack of concentration presented to safe driving performance. As a driver, your first responsibility is to pay attention to the road. Conversations should be kept to an absolute minimum. Do not read, look up an address, lookup phone numbers, or attempt to write or take notes while driving. Place your cellular phone in your vehicle where it is easily accessible without removing your eyes from the road. When possible, plan your calls before you begin your trip, or call when your vehicle is stopped at a stop sign or red light. Attempt to dial and place all calls when you are not moving or have a passenger use the phone. Learn and use the pre-programmed number dial features of your phone. Practice using this feature for commonly dialed numbers before driving so you are familiar with the procedures. If you absolutely need to dial while driving, assess the traffic and dial only a few numbers at a time. If your phone rings when you are driving especially during hazardous road and/or heavy traffic conditions let your cellular voice mail service take the call and listen to the message later when you are parked, or pull over before answering, if traffic conditions permit. Let the person you are speaking to know you are driving and that the call may need to be suspended at any time. Suspend conversations during hazardous driving conditions or situations. Do not engage in stressful or emotional conversations while driving. A stressful or emotional phone conversation while driving is distracting and potentially dangerous. If necessary, suspend the phone conversation. Use your cellular phone to call for help or to help others in emergencies. However, do not place yourself or others in danger while doing so. If you see an auto accident, crime in progress, or other serious emergency where lives are in danger, call the relevant emergency service/s and give the exact location and information to them, 8.06 Reporting of Accidents or Damage: The driver is responsible for the immediate reporting of any accidents or damage incurred while operating a Citibank vehicle. An incident should be first reported to the nearest police station having jurisdiction. Notify the GSU Department and the supervisor as soon as practicable after any accident or incident resulting in injury or damage to the vehicle. When you have an accident, you must: Get immediate medical attention if you or your passengers are injured. Keep calm and avoid arguments over blame. Make no statements concerning guilt or fault. Never agree to make payments for the accident. Notify the police; a police report may be necessary for some insurance claims. Discuss the accident only with police officers, the Banks insurance claims adjuster, or a GSU officer. Record as much information as you can on all other parties to the accident. This information may include names of individuals involved, drivers license number, addresses, vehicle make, model and year, witness names and telephone numbers. Dont forget to get the name of the city in which the accident occurred and the name of the investigating officer. Fill out a Vehicle Accident Report and forward it to the GSU Officer as soon as possible. Use the insurance carrier provided form in your vehicle to record information concerning the accident. This form has information about our carrier, tips on gathering information at the accident scene and a space for writing down the important information. 9.0 FLEET SIZE AND MAINTENANCE 9.01 Vehicle Disposal: Once the decision to dispose of the vehicle has been made, the vehicle should be sold as soon as practical. The longer it sits the more it will depreciate. 9.02 Vehicle Replacement Schedule: Consideration should be given to age of the vehicle, mileage, and the cost of maintenance. 9.03 Vehicle Acquisition: In order to make best use of the vehicles in the fleet and minimize overall fleet cost, the purchase of a new vehicle should be made only after careful consideration. Some of the factors involved in the decision to purchase should be as follows: Is this a replacement of an existing vehicle? If so, could repairs be made that would be more economical than a purchase? Could a utility vehicle be used in lieu of a motor vehicle? Is the purchase related to a documented need resulting from program growth? Is the vehicle essential to the mission of Citibank? Can the need be documented? 9.04 New Vehicle Delivery: All new vehicles will be inspected by the Fleet Manager or his designee upon delivery. Particular attention will be paid to any damage that might have occurred during shipment. All warranty papers and owner/operator documents will be listed and reviewed prior to accepting delivery. GSU will be notified and provided with all of the required information concerning the addition, as soon as possible, after the Bank accepts a new vehicle into the fleet. The new vehicle will be added to the preventive maintenance schedule for the care of the vehicle. 9.05 Titles and Registration: All original vehicle titles and registration receipts will be acquired and maintained by the GSU Designee. 9.06 Warrantees, Recalls and Inspections: The Fleet Manager or his designee shall be responsible for the review and appropriate response to all factory recall issues. All warranty information and inspection dates will be entered in the Maintenance Schedule reminders will be created to remind the staff of upcoming inspections or service requirements. Also inspections would be done by the Building Superintendents using the Weekly Vehicle Checklist and daily by Marketspace couriers using the daily checklist. 9.07 Preventive Maintenance: Each vehicle in the fleet shall have a Preventive Maintenance (PM) plan for regularly scheduled maintenance. This plan shall be based on manufacturer recommendations for the vehicle model, type of use the vehicle typically encounters and Citibanks previous experience in maintaining similar vehicles. Items such as tires, brakes, lubrication / fluids and spark plugs should be placed on a regular maintenance interval. The Building Superintendent will review the PM program annually to determine if the task and frequencies are adequate and if the results indicate the PM program is helpful in maintaining the vehicles and reducing operating cost. 9.08 Fuel Selection: All of the vehicles in the Citibank fleet are designed to operate on â€Å"premium unleaded gasoline†. Unless labeled otherwise, only premium unleaded gasoline should be used when fueling. 9.09 Fuel and Service Credit Cards: Citibank provides commercial fleet fueling at Richmond Street Center, to authorized drivers on an as need basis. It is not permissible for Citibank fueling to be used for any service other than those associated with the operation of Citi owned vehicles on Citibank business.
